Saudi Arabia: authorities, registration and import checks

Not legal advice. This page points to official sources and explains the questions to ask them. It does not state that any product is legal or illegal to import, and rules change — confirm with the authority before acting.

Regulatory context reviewed

Official authorities

Saudi Food and Drug Authority (SFDA)

National authority. Its own vision statement covers the safety of food, drugs, medical devices, cosmetics, pesticides and animal feed; its site publishes drug circulars and withdrawals.

Two authorities matter for an import question

Saudi Arabia concentrates product regulation in one national body, the SFDA, whose remit as stated on its own site spans food, drugs, medical devices and cosmetics. Customs is handled separately by ZATCA. For a research-material shipment, both are relevant: SFDA for what the product is, ZATCA for how it crosses the border.

Questions to put to the authority

  • Is this compound registered with the SFDA, or listed in any SFDA circular or withdrawal notice?
  • Does importing a non-registered compound for laboratory research require SFDA clearance, and is that available to individuals or only to licensed institutions?
  • What documentation (certificate of analysis, safety data sheet, end-use statement) does clearance require?
  • Who pays duties and VAT on a parcel sent from another GCC country, and when?

What this page does not say

We do not state that any research peptide may lawfully be imported into the Kingdom. The cross-border policies we captured from SHLabz and Dubai Peptides place customs duties, taxes and import requirements on the recipient, and exclude customs-related return costs from refunds. That allocation of risk is a reason to check with the authorities before ordering, not after.
